Organization and arrangement:  Organized into five series: I.  Documentation for Around the World for 85 Years: A Memoir by Joseph C. Wheeler, 1896-2009; II.  Correspondence, 1963-1992; III.  Speeches, papers, articles, and materials relating to committee work, 1943-[2010]; IV.  Verona Wheeler’s trip notes, letters, and related material, 1965-1992; and V.  Slides, 1957-1986.  Series I is divided into eighteen subseries based on the chapters of the donor’s memoir documented by the papers within, Series II into two subseries.  The materials in Series II, IV, and V are arranged by and large chronologically. See below for a full listing of subseries

Biography:  Born in Concord, Massachusetts, in 1926 to Caleb Henry and Ruth Robinson Wheeler (the former a farmer, the latter a local historian and journalist), Joseph Coolidge Wheeler spent his working life away from his native town, in international development and humanitarian aid.  He entered Bowdoin College in 1944 and received his B.A. in 1948, having taken time away from school for basic training in Texas for the Army Air Corps and in Denver for service as a photo lab technician.

A Student Federalist, Joe Wheeler assisted Harris Wofford in organizing a Concord Conference on World Government, which was held at the First Parish in Concord in February 1946.  At Bowdoin, he was a member of the Student Council and founder of the “Bowdoin Plan,” which opened up the college to an increased foreign student population.  He also established a chapter of Student Federalists at Bowdoin.

In 1948, Joe Wheeler was admitted to the Graduate Institute of International Studies in Geneva, Switzerland.  Before beginning the program, he traveled in Europe and attended a meeting of World Student Federalists in Hastings, England, where he was elected president of the organization.  He also married Jean Huleatt that year.  The couple eventually had five children:  Juliet, Rachel, Deborah, Caleb, and Daniel.  From 1949 to 1951, he attended Harvard’s Littauer School of Public Administration, his wife the Harvard Graduate School of Arts and Sciences. 

Between 1951 and 1961, Mr. Wheeler worked in Washington, D.C., for predecessor organizations of the United States Agency for International Development and for USAID as it emerged.  He traveled to India and Turkey in connection with his work, and became actively involved in the civic life of Springfield, Virginia (where he lived with his family) and of Fairfax County.  

In 1961, Mr. Wheeler joined the newly-established Peace Corps and traveled with Sargent Shriver and Harris Wofford to India, returning there in 1962 to serve for a few months as Acting Peace Corps Representative.  In 1963, he became Director of the Office of Greece, Turkey, Iran, Cyprus, and Central Treaty Organization Affairs with USAID in Washington.  Between 1965 and 1967, he served as USAID Mission Director in Amman, Jordan.  The Six-Day War in June 1967 took place near the end of his tenure in that position.  Between 1967 and 1969, he was USAID’s Deputy Assistant Administrator, Bureau for Near East and South Asia, in Washington.  In that capacity, he visited Nepal as part of a study of the economy there.

USAID appointed Joseph Wheeler Mission Director to Pakistan in 1969.  While the Wheeler family was driving across the country prior to the departure for Pakistan of Joe, Jean, Deborah, Caleb, and Daniel, a car accident took the lives of Mrs. Wheeler and Daniel.  After the memorial service in Virginia, Mr. Wheeler delivered his daughters Juliet and Rachel to college in Cambridge, Massachusetts, and left for Islamabad with Deborah and Caleb.  He married Verona Farness Kane in Pakistan in 1970, her daughters Marilee and Margaret also joining the Wheeler family. 

Joe Wheeler remained in Pakistan until 1977, then returned to Washington to become USAID Assistant Administrator for the Near East.  He traveled to Israel, Egypt, and Yemen as part of that job.  In 1980, he was appointed Deputy Administrator of USAID, and retired from the agency in 1982, a recipient of the Administrator’s Career Service Award.

From 1983 to 1985, Joseph Wheeler was Deputy Executive Director of the United Nations Environment Program in Nairobi, and from 1986 to 1991 served as Chairman of the Organisation for Economic Development’s (OECD’s) Development Assistance Committee (DAC).  In 1991 and 1992, living in Geneva, Joe Wheeler worked on preparing the 1992 Earth Summit, held in Rio.  In 1992, he did consulting work, particularly for the Rockefeller Foundation. 

Mr. Wheeler returned to his native town in 1992 and threw himself into Concord civic life.  A member of the Board of Directors of the Thoreau Society, he was a major force behind the preservation of Henry David Thoreau’s birthplace on Virginia Road through the formation of the Thoreau Farm Trust, which he served as president.  He served on the Concord Historical Commission and was also central to the creation of Concord’s Community Preservation Committee, through which state money for historic preservation and related purposes is locally distributed.  He has been a generous donor of family papers to the Concord Free Public Library, and remains active in the ongoing revision of George Tolman’s genealogical research on the Wheelers of Concord.  
               
 
Scope and content:  An organic collection of materials, 1896-[2010], generated and gathered primarily by Joseph Coolidge Wheeler during the course of his working life.  Some materials (trip notes and related items) were generated by Verona Farness Kane Wheeler during her husband’s working life and the couple’s residence abroad.  Some of the collection relates to Mr. Wheeler’s life growing up in Concord, as a student at Bowdoin College, his family life, and his life in Concord after his return in retirement. Among the materials included: correspondence, memoranda, e-mail messages, and fax transmissions; telegrams; Christmas cards and letters; papers, reports, outlines, and statements; notes (including trip notes) and notebooks; speeches; interviews; press releases; photographs and 35 mm. slides; audio recordings; booklets; certificates; passports and other documents; security investigation form; whole issues of newspapers and periodicals; clippings; photocopy; programs and other ephemera; informational publications; tourist brochures; maps; and artifacts.

The collection includes no classified documents.

The organization and arrangement of the collection were largely established by the donor prior to acquisition by the CFPL.  The arrangement and description of slides (Series V) are entirely the work of the donor.

Letters in Series II were segregated by the donor from the rest of the collection for their particular significance.  Much other correspondence is scattered throughout the collection at large.

The numbers assigned by Mr. Wheeler to many items in the collection were not used for arranging materials, but have been retained in item descriptions.
